Institutional Innovation or Institutional Capture?
The Case of English Neighbourhood Planing since 2011

講師:Prof. Gavin Parker

   University of Reading

今回講師にお招きするGavin Parker氏は、長年にわたりcommunity planning, citizenship,participation and governanceについて研究をされており、日本のまちづくりについても多くの研究成果を有しておられます。特に、イギリスにおける2011年のローカリズム法以降導入された「近隣計画」の運用に係る実証研究に関する第一人者として知られており、今回はこの「近隣計画」についての研究成果について、日本のまちづくりとの比較の視点も踏まえてご講演頂きます。また、高見沢実教授(横浜国立大学)にコメンテーターとしてご参画頂く予定です。

参考:講演概要

The neighbourhood has been a simultaneously attractive and difficult scale for planning. Questions of how to plan and what institutional arrangements are appropriate in a post-collaborative context has been problematic. Yet arguably planning with communities is even more necessary when plans more overtly affect peoples' lives and focus in at a finer level of granularity and attendant political intensity.
This lecture will explain how the policy 'experiment' of neighbourhood planning in England has played out since its introduction as part of the statutory land-use planning system in England since 2011 and as the first form of formal planning to be community-led. In particular the tribulations of balancing voluntarism, robustness and delivery in a context of change and a discretionary system will be highlighted. Prof Parker has spent the past seven years researching neighbourhood planning and has produced numerous papers and a forthcoming book discussing its role and attendant issues. The presentation is intended to provoke discussion and comparison with machizukuri activity in Japan.
